TPMP and PMTA (Part 3): How Manufacturing Practice and Market Authorisation Connect

Many companies ask: “If we apply for a PMTA, do we also need a TPMP system?” The answer: the two have different purposes but are closely linked – and in future both are likely to be required.

1. PMTA focuses on the product, TPMP on consistent manufacturing

  • PMTA (Premarket Tobacco Product Application) is a premarket authorisation pathway. It assesses whether marketing the product is “appropriate for the protection of public health” (APPH) – in short, may it be sold?
  • TPMP (Tobacco Product Manufacturing Practice) is a quality and production control system ensuring that what you manufacture matches what was described in the application – in short, how is it made?

Put simply, the PMTA is the entry ticket, while TPMP is the long-term compliance control.

2. Why TPMP matters for authorised products

Although TPMP is still a proposed rule, its significance is clear: if a product authorised through a PMTA is not consistently manufactured in line with TPMP, the FDA would have grounds to withdraw the marketing order. When granting a PMTA, the FDA assesses the submitted samples and the described manufacturing process; TPMP governs whether commercial production can reproduce that quality and those parameters consistently. Therefore:

  • without TPMP compliance, even an authorised product may be considered inconsistent with its authorisation and lose it;
  • TPMP will be a focus of future FDA facility inspections and directly determines whether you can keep supplying the US market.

3. Reflect TPMP in the PMTA to strengthen the application

A PMTA contains a section on manufacturing practices and quality assurance. TPMP compliance is not yet mandatory there, but if a company can show

  • a complete quality management system,
  • clear rules for design changes, incoming materials, process controls and release, and
  • production areas that meet cleanliness, safety and cross-contamination principles,

this significantly increases the FDA’s confidence in product consistency and indirectly improves the chances of authorisation.

4. Recommendations

  1. Set up a basic TPMP framework in parallel with preparing the PMTA, so that the application is supported by consistent information.
  2. Implement TPMP immediately after authorisation to prepare for future FDA inspections.
  3. Where feasible, certify the quality system (for example ISO 9001) or run internal audits against TPMP as additional evidence.

How EVERBIZ can help

EVERBIZ helps companies align PMTA product documentation and TPMP production documents from the start: planning PMTA technical reports together with production standards, writing TPMP documents and procedures, running mock inspections, and providing integrated support that avoids duplicate work and inconsistent information.
